He received his B.Soc.Sc. (Honors) and M.Soc.Sc. in Political Science from the University of Singapore in June 1969 and March 1971, respectively. He was a Fulbright-Hays scholar at the Department of Government, Florida State University, where he received his Ph.D. in Political Science majoring in Public Administration in June 1975. His visiting appointments include: the East-West Center in Honolulu, Hawaii; the Harvard-Yenching Institute and Harvard Institute of International Development; the Institute of Governmental Studies, University of California at Berkeley; the Stanford Program in International Legal Studies and the Asia-Pacific Research Center at Stanford University; the National Center for Development Studies, Australian National University; and the Department of Public Policy and Management, Shih Hsin University, in Taipei, Taiwan.
