Section I: Narratives of Identity

Abstract

Since taking power in July 1994, the RPF government has strived to eliminate the Hutu/Tutsi identities from public discourse, replacing the previous divisive identities with a unified nationalist one. For those who use Hutu/Tutsi identities outside the context of the genocide, they are considered genocidaire sympathisers, negationists and spreading divisionism. However, within the context of the genocide, the role of “ethnicity” is being reinforced and reaffirming ethnic divisions. In 2008, the Rwandan parliament officially changed the 1994 Rwandan genocide to the 1994 genocide against the Tutsi. Based on ethnographic data collected from March until October 2008, this paper will argue that within the public discourse on the genocide, the victim/perpetrator dichotomy has become intertwined with the Tutsi/Hutu identities, creating a hierarchy of victimhood. It will explore how through the process of reconciliation and in particular through gacaca the Hutu and Tutsi identities are imbued with collective guilt and victimization.

Abstract

The focus of this paper is a comparative case study of the symbolic role of the Croatian and Serbian languages and writing in discourses of the Nation and the National. Our research is situated at the intersection of the scientific fields of sociolinguistics, memory studies, and studies on nationalism. Using Anthony D. Smith’s ethno-symbolist approach to the study of nationalism, which focuses on the reciprocal relationship between elites and the people, we analyze the case of anti-Cyrillic protests in Vukovar, Croatia, which were triggered by the implementation of Croatian minority rights legislation. This research analyses the role of language and its use as a symbol in memory practices and accompanying discourses in Croatia and its echoes in Serbian public space. The top-down perspective observes state-promoted events and populist implications of language mis(use). Alternatively, the bottom-up approach encompasses various actions and initiatives of so-called “activists” who belong either to “nationalist” organizations or to liberal/democratic NGOs. The majority of voices that are not aligned with the above-mentioned organizations are neglected in the public space (Obradovic-Wochnik, 2013).

We explore the dynamics created between social groups promoting populist ideas, other groups promoting alternative practices, and their influence on the ideological pattern adopted by ruling elites.

Abstract

In this paper, I apply the discourse of transitional justice to the case study of survivor docents at the Japanese American National Museum, a site that has come to represent and serve as a form of reparation for the traumatic memory of Japanese American internment during World War II. As a longer term supplement to trials or Truth and Reconciliation Commissions or an alternative in cases where no such structures exist, I illustrate how the museum tour becomes an empowering platform for survivors of the American Internment camps to work through and instrumentalize traumatic memories within the dialogic museum sphere, even as this alternative space forms its own new silences. Thus, by applying the very theories and criticisms through which scholars of memory politics evaluate official platforms of transitional justice, I aim to complicate and evaluate this alternative form of testimony, and in so doing explore areas of growth in the fields of both transitional justice and museum practice. Bridging the gap between testimony, oral history, and museum interpretation, survivor docents represent a sustained dialogic approach to history that perpetuates, preserves, and activates – rather than resolves – discourse around contentious memories.

Abstract

This article examines the evolution and the nature of indigenous women’s rights activism in post-conflict Guatemala. I analyze the work of the Organización de Mujeres Mayas de Kaqla, which has developed a type of women’s rights activism that is firmly rooted in Mayan cosmovisión and in women’s direct experiences. Building on their experience in the revolutionary movements of the war period the women of Kaqla seek to localize the allegedly universal discourse of women’s rights and to use it as a resource for change. I apply the perspectives of social movement spillover and of localizing human rights respectively to structure the findings, and argue that both perspectives can be insightful in understanding certain dimensions of this multi-faceted kind of activism, but that there are certain dynamics which these perspectives fail to grasp. I ask how the case of Kaqla can enrich both our understanding of how social movements can adapt to changing environments, and of how transnational discourses can become localized. The analysis also highlights the North-South power dynamic and suggests that processes of discursive adaptation are not fundamentally open.

Section II: Conflict and Change in Social Movement Expression

Abstract

Drawing on 61 interviews with Mexican immigrants and ethnographic participant observation conducted over three years, I compare social movement organizing in two cities in one California County: one more progressive and the other more repressive. I profile two campaigns waged by Mexican immigrants and their allies in response to two threats posed by police: (1) car impoundments of undocumented, unlicensed drivers’ vehicles and (2) police killings. As political process theory was extended to authoritarian settings, scholars have demonstrated that both growing political opportunity and threat stimulate mobilization. Building on this trend in the literature, this study’s contribution lies in its specification of the relationship among political opportunities, threat, and mobilization tactics. I argue increasing local political opportunity gives rise to more collaborative protest tactics, while relatively more threatening environments yield more confrontational tactics. Because opportunity and threat are not objectively assessed, nor do they automatically inspire protest, I also consider the role of state targets, formalized SMOs, and the influence of coalition partners on tactics. Ethnographic methods are particularly useful for understanding the way organizers and activists, from within organizations that favor distinct tactical repertoires, perceive and attribute threat and opportunity, shedding light on the micro- and meso-level dynamics that shape the social form of mobilization.

Abstract

Social movement research often focusses on phases of success and large protest events. By contrast, taking an interest in the question of how organizational change occurs within social movements, this study points out the importance of phases of low protest activity. The organizational structure of the Portuguese anti-austerity protests provides a thought-provoking case, as large protests organized by civil society actors other than the trade unions were a novelty in 2011. Furthermore, there are long periods of absence of large protests, and the organizational structure of the protests has undergone significant changes. Based on fieldwork in Portugal between September 2011 and March 2013, I differentiate between four phases in the organization of protests against austerity. I argue that it is mainly times of low degrees of activism – times that are rarely taken into account by social movement research – that lead to radical changes in the organizational structure of a social movement. The impact of the following factors on the direction of change is analyzed: (a) strategic choice; (b) values and normative commitments; (c) (potential) alliances and participants; (d) inspiration from other cases of social movement activism; and (e) learning processes, the history of social movements and the impact of memory.

Abstract

This paper explores the relationship between social movement protest, economic sabotage, state capitalism, the “Green Scare,” and public forms of political repression. Through a quantitative analysis of direct action activism highlighting the Earth Liberation Front and Animal Liberation Front, the discourse surrounding mechanisms of social change and their impact on state power and capitalist accumulation will be examined. The analyses examines the earth and animal liberation movements, utilizing a Marxist-anarchist lens to illustrate how these non-state actors provide powerful critiques of capital and the state. Specifically, the discussion examines how state-sanctioned violence against these movements represents a return to Foucauldian Monarchical power. A quantitative-qualitative history will be used to argue that the movements’ actions fail to qualify as “terrorism,” and to examine the performance of power between the radical left and the state. State repression demonstrates not only the capitalist allegiances between government and industry, but also a sense of capital’s desperation hoping to counter a movement that has produced demonstrable victories by the means of bankrupting and isolating corporations. The government is taking such unconstitutional measures as a “talk back” between the revolutionary potential of these movements’ ideology as well as the challenge they present to state capitalism.

Abstract

Social media platforms are increasingly receiving attention as legitimate locations for civil society discourse and social movement mobilization. Initial work by Lovejoy and Saxton suggests NGOs use digital platforms such as Twitter to engage their constituencies through information dissemination, community building, and mobilization to action. Here, we explore the applicability of Lovejoy and Saxton’s communicative functions framework to resistance movement behavior by exploring two examples of digital engagement in political conflict. Through content analysis of tweets using hashtag indicators #BDS and #ICC4Israel collected during the spring of 2015, we affirm Lovejoy and Saxton’s findings that information dissemination is the most prevalent communication function for grassroots and institutionally grounded movements. Further, we find that informational tweets in our sample often provide information about grievances, and therefore propose an expansion of the framework to accommodate tweets that may be more common in resistance movements than in NGO communication. In addition to general findings about the communicative functions framework, the content analysis yielded several findings specific to the resistance movements studied. Notably, we find that #BDS and #ICC4Israel tweets are overwhelmingly nonviolent, and that sentiment is generally favorable across both hashtags, with the exception of tweets focusing on academic boycott, which were more ambiguous.

Abstract

We know a great deal about the ways in which routines of news coverage may bias newspaper content, but little about how different article retrieval practices influence newspaper data assembled by scholars. Using the New York Times as a source of data on social movement activity, we compare depictions of protest by the African-American Civil Rights movement over time produced using the two most common article retrieval methods: index versus full-story coding. Full-story coding clearly offers more depth and greater breadth in terms of the events identified. Moreover, many of the same event characteristics associated with selection bias in newspaper reporting (e.g., size and confrontational nature of a protest event, presence of counter-demonstrators or police, and event sponsorship by a recognized social movement organization) are selected upon again when stories are indexed by New York Times staff.
