Abstract

Lists the factors that may prevent women and people from ethnic minorities from reaching their full potential in their careers in US city local government, setting out why they are segregated into poorer paying jobs which have fewer promotion prospects. Looks at possible remedies for this, looking at how employers can provide better opportunities for women and people from ethnic minorities through opening up their job structures and providing training and development.
