Denmark has become the first country to sign an updated convention governing shipowners liability for pollution and accidents caused by hazardous and noxious substances (HNS). The original International Maritime Organization (IMO) convention never entered force because uncertainties over the limits to liability stopped enough countries ratifying it. A protocol to the convention addressing this gap was agreed last year. The revised IMO convention on HNS will enter force once 12 countries, including four with at least two million units of gross tonnage each, have ratified it. The total cargo received by ratifying countries must be at least 40 Mt annually.
