Explains how to develop Web-based training, pointing out it can have advantages over CD-ROM training. Sets out what US trainers can expect to be able to achieve without calling in an expert and what will need outside expertise. Identifies the training elements which will cost more money, suggesting that trainers should review the need for the costlier elements, such as video, and decide whether they are needed. Suggests that trainers should use the full potential of the Web to link up other learners and instructors for discussions and debate. Lists the resources which trainers can use to put together Web-based training with the minimum outlay of money, some software tools being offered for free.
