On May 19 the Department of Education unveiled an outline of the Administration's Elementary and Secondary Education Act (ESEA) reauthorization legislation. Secretary of Education Richard Riley said the thrust of the proposed ESEA reauthorization legislation would allow teachers to teach to high standards (the next stage of Goals 2000), improve teacher quality, and provide for more teachers in every classroom.
The initiative for helping teachers teach to high standards would replace three current programs: Goals 2000, Eisenhower Professional Development, and ESEA Title VI Innovative Education Program Strategies.
The four choices for a 50 percent formula/50 percent competitive grant program would all revolve around teacher development and training. Early childhood educators would be targeted for professional development in language acquisition, literacy, and reading development.
