On January 7, 2001, the new postal rates for selected classes of mail went into effect, with an overall increase of 4.6 per cent, although the increase varies with the class of mail. In addition to the increase in first-class mail from $0.33 to $0.34, the single-piece rate for library mail has increased by 10 per cent, from $1.13 to $1.24. Additional pounds will cost $0.43 more up to seven pounds at $3.82, then $0.29 per pound up to the limit of 70 pounds at $22.09. The bar-coded discount for qualifying library mail remains at $0.03 per piece. Legislation passed in October 2000 requires rates for library mail to be set at least 5 per cent lower than rates for standard mail. Another change is the discontinuation of the optional use of "library rate" as a marking. Stamps and other markers must be changed to "library mail" as of January 1, 2002.
