Abstract

Whatever might be the economic state of any country, investment in the education and training of its youth must take a high priority over competing demands for resources. Young people represent the future — their future and that of their children. They will be producing wealth, making the economy grow and managing its affairs. We need to invest in that future — now. Not to do so would be to abandon our responsibilities.
