Abstract
This is the first of two articles which reports on three specific, but related, review and development activities within a public service organisation designed to enhance the managerial competence of managers. At the same time it was hoped that this work would enable these managers to develop a more overall perspective of the organisation itself other than their own and at times rather restricted part of it.
