Abstract
The ACCESS Community Information Service in Spokane, Washington, has been a cooperative project of the Spokane Public Library municipal system and the Spokane County Library District system, which serves the suburban Spokane area and surrounding smaller towns. The Spokane Public Library is a department of government of the city of Spokane. The Spokane County Library District is an independent district with its own tax base.
