Let sleeping laws lie

Abstract

It is difficult to understand why the bulk of the trade union movement remains implacably opposed to the Industrial Relations Act and why repeal or drastic amendment of the Act continues to be a key factor in the unions' willingness to reach agreement with the Government over Phase Three.
