Reports how a large US public sector organization, the US Intelligence Community, developed its capacity for workforce planning, describing the workforce models and metrics that were developed to benchmark and shape its workforce to meet the needs of the organization more effectively. Discusses the applicability of these methods to private sector organizations. Sets out the factors that lead to the organization reassessing its human resource needs. Explains how the characteristics of its workforce were assessed and the impact of human resource initiatives, such as recruitment, training, salary changes, etc., on these workforce characteristics understood. Describes how workforce models and workforce metrics were developed based on this analysis, and how these were used to measure the effectiveness of the workforce.
