Strategy seeks to encourage entre-preneurship and jobs

An action plan to promote entrepreneurship and improve the competitive position of business in the EU has been proposed by the European Commission. With the aim also of stimulating growth and helping to create jobs, it concentrates on three priority areas. First, education and training can contribute more to the development of entrepreneurial approaches. Second, further action is needed to help businesses ­ particularly smaller ones ­ to gain access to finance and to research. The Commission is planning an initiative on seed capital and a third roundtable meeting for small businesses and banks. Third, a culture change is required within public authorities, to help them become more user-friendly in their role as regulators and providers of support to businesses. The communication and action plan draws together measures from existing initiatives, with a timetable for co-ordinated action by the Member States and the Commission. The strategy responds to the recommendations of a task force on improving and simplifying the business environment.
