The European Commission is planning a Directive on fixed-term contracts, based on an agreement signed by employers' and trade union bodies. It aims to remove discrimination against people who are employed on fixed-term contracts. It will also create a framework to prevent possible abuse arising from the successive use of such contracts. The trade union and employers' organizations at European level that signed the agreement have decided to formally ask the Commission to propose it as a Directive, for adoption by the Council. The agreement forms an important contribution to the EU's employment strategy, according to Commissioner Padraig Flynn. It complements an agreement on part-time work, which was signed in 1996, and responds to the call by the Commission for greater flexibility in working arrangements and security for employees.
