This document discusses the requirements for employment and skills promotion in conflict-affected countries, focusing on how training and employment programmes should be adapted to this context. The most appropriate mix of tools and methods will depend on the specific circumstances of each conflict-affected country. In such circumstances, there is a particular need for an integrated approach and clearly defined partnerships among a range of actors - local, national and international. The guidelines contained in this document are an effort to elaborate the required approaches. They have been prepared as a planning and support tool for policy makers, programme planners and implementers and for other relevant actors at the national, regional and international levels.
