Commission criticised on lifelong learning strategy

The European Commission has failed to recognize the key role played by regional and local authorities in designing and implementing lifelong-learning strategies, says the European Association of Regions and Local Authorities for Lifelong Learning (EARLALL).

Criticizing the Commission's report on Making a European Area of Lifelong Learning a Reality, the Association argues that regional and local authorities possess many of the skills needed to implement comprehensive lifelong-learning policies.

The Association nevertheless supports the Commission's vision of building a European area of lifelong learning, which brings together such initiatives as the European employment strategy, the European social agenda, the skills and mobility action plan, the e-learning initiative and the White Paper on youth.

EARLALL was formed last October to develop new forms of cross-border co-operation in lifelong learning.
