Effective links should be forgedbetween the proposed EuropeanResearch Area and education projects at a European level, says a group of experts investigating public andprivate investment in research anddevelopment.

The comments reflect the view that a sufficient supply of qualified people from higher education is a critical element in the review of public and private investment.

With more than three-quarters of the cost of research and development projects being spent on personnel, the report suggests that "private investment in many emerging fields will take place only after consistent and extensive investment in humanresources".

Meanwhile, a consortium funded by the European Commission is to carry out a study into European education and research networking.

The consortium will investigate strategic aspects of "superfast" network technologies, which enableeducational and research organizations to’share dispersed data at high speeds,’and are at the forefront of technological development. Consortium members include the Academia Europaea and the European Science Foundation.
