Quality management in German health care – the EFQM excellence model

Highlights how the consumer focused market-oriented health model is affecting health care in Germany. Examines the use of the European Foundation for Quality Management (EFQM) in providing a method of quality management suitable for the medical sector. Identifies the nine criteria used by the EFQM; features the RADAR (results, approach, deployment, assessment and review) method of evaluation; argues that the EFQM model provides a framework to enable individual organizations to assess themselves. Reports on the German pilot project to introduce EFQM into German health care organizations and to measure the level of success in implementing this system of comprehensive quality management. Highlights the details of how the excellence model was applied by health-care organizations providing elderly care in Germany. Concludes by noting EFQM training requirements and the use of this model in achieving "continuous improvement" of health-care staff; notes the need for ongoing support.
