Compaq services awarded £71 million deal in public-private partnership

HM Land Registry has awarded Compaq Services a £71 million contract to design, implement and manage the IT infrastructure for its land registration systems. The database created will be the largest ever property database.

This infrastructure will support the Land Registry's move towards integrating its computerised registers, title plans and supporting deeds, leading to improvements in the cost and time taken to process registrations.

Integration of these key records will enable the provision of on-line access and will open up the future possibility of electronic conveyancing.

Ted Beardsall, acting Chief Land Registrar, said:

The letting of this contract is an exciting and important landmark for the Land Registry. It will combine the best of public and private sector expertise to maintain and enhance our IT services.

Our partnership with Compaq provides the technical infrastructure and support services necessary for developing an integrated electronic land register and enhanced electronic services.

The new infrastructure will enable us to press ahead with the reengineering of our core business processes and enable us to build and maintain the databases necessary for the development of full electronic conveyancing for England and Wales. The new contract is excellent news for the Land Registry and its customers.

The deal is unusual in that the Land Registry retains control of the business process re-engineering, with Compaq, as a "strategic technology partner", being appointed to design, implement and manage the IT infrastructure.

To ensure that the system is fully operational and accessible at all times, the Land Registry has appointed Compaq to provide managed services for up to ten years. Compaq will operate an on-site team that will work in partnership with Land Registry local system administrators.
