Carsberg recommends greater regulation/representation split

A wide-ranging review of RICS regulation has recommended greater separation of RICS’s regulatory and representational functions. The review, by Sir Bryan Carsberg, a former Director-General of the UK Office of Fair Trading, recommends that RICS members should continue to be regulated by the Institution, but that this should involve separate regulatory and conduct boards, each with a lay majority. He also calls on RICS to regulate firms as well as individuals, and to introduce a compliance regime that is more proportionate for members but remains effective. Governing Council enthusiastically endorsed the report.
