Author(s):Ray Greenall, (Managing Director of ASI Quality Systems, UK, who are the UK arm of an international quality organization. ASI specialize in the implementation of Quality Function Deployment (QFD), Taguchi Methods and Policy Deployment within manufacturing industries. Ray joined ASI in 1988 after 15 years with Rank Xerox where he was heavily involved with the implementation of their “Leadership Through Quality” initiative. Since 1988 he has been training and consulting with a wide variety of major European companies including Motorola, Ford, Mars, Philips, ICI and British Aerospace. Abstract:Many TQM programmes fail because they are not linked to the achievement of business objectives. Argues that the effective use of policy deployment, also known as Hoshin Planning, will overcome this failure mode. Using a series of “what/how” matrices, policy deployment provides a logical progression from vision statements to business objectives to strategies and finally to action plans. The technique can be applied at any level within a company, but it is best used at the top. Effective use results in a balancing of long- and short-term gain, improved communication and a company-wide commitment to achieving improvement targets.
