Analyzing the issues and the effects of existing policies for construction and development of China's research universities, and looking back at practices guided by these polices, the study proposes new dimensions in the measures and policies, on the bases of the achievements that have been made. <B>Findings</B> – This paper analyzes the current situation of China's research university development and reveals that the critical issues, such as faculty qualities, academic freedom, post-graduate education, initiative research outcome, and internationalization, etc. must be highlighted and solved. <B>Originality/value</B> – To further progress it is important to analyze the problems of developing research university development in the existing higher education system. The policy implication of this paper lies in that the results can be a reference for policy makers and the HEI administrations. Therefore, knowledge management is now a competitive requirement in organizations. However, if proper infrastructures and necessary prerequisites are not provided for executing such a process, the result will be nothing except failure and resource waste. Therefore, it is necessary that organizations identify effective factors for their readiness in executing knowledge management. The purpose of this study is identifying and prioritizing of effective constructs in readiness of knowledge management implementation by using fuzzy analytic hierarchy process (AHP). <B>Design/methodology/approach</B> – In the present study, the relevant literature is initially reviewed and then seven factors and 19 affecting indicators on knowledge management readiness are identified by using a questionnaire for knowledge management elites which also constitute the research conceptual model. Finally, the weight of each factor is determined by fuzzy analytical hierarchy process and the readiness priority and preference of each factor are discussed. <B>Findings</B> – The results of fuzzy analytic hierarchy process show that the management factor is recognized as the most effective factor in knowledge management execution readiness. <B>Research limitations/implications</B> – The model proposed in this study is applicable to the academic culture. Modification of the proposed model may be needed in applying this model to other environments. <B>Originality/value</B> – As limited studies have been carried out on identifying and prioritizing of effective constructs in readiness of knowledge management implementation by using fuzzy analytic hierarchy process, the findings of this study will be useful in identifying and assessing the main components in readiness of knowledge management implementation in the research and training centers. Its development demonstrates and provides reference implications for how developing industries within a country can achieve a technological leap. This paper aims to address this issue. <B>Design/methodology/approach</B> – An exploratory case study approach is taken to find the key factors in the technological catch-up of China's traditional industry. <B>Findings</B> – In the study it is found that China's color TV industry, as a mature traditional industry, has four-dimensional key factors affecting the catch-up of technology in the flat-panel stage: market; merger and acquisition; international cooperation innovation for patent; and the roles of internal reform. “Market” is the window of opportunity and challenge; “merger and acquisition” is the key factor for making the patent convert from external mode to internal mode by deviant-track. The “international cooperation innovation for patent” is also a key factor to ensure achievement of technology catch-up and sustainable technological innovation. The role of internal reform promoter is the key factor in the technological catch-up process in which taking entrepreneur as the core. <B>Originality/value</B> – The article describes Changhong's flat-panel TV technology catch-up mode, analyzes four-dimensional key factors affecting the technology catch-up of China's color TV industry; the Chinese color TV industry as mature industry; and discusses which developments have demonstrated how to achieve a technological leap in developing industries. Firstly it recalls the convergence of academic knowledge and industrial capital. Then the knowledge-capital marriage is observed. Finally, the paper discusses the impact of the marriage on future enterprise development. <B>Findings</B> – The combination of knowledge and capital is inevitable; the knowledge-capital marriage is the origin of contemporary academic enterprise; the future enterprise will more rely on knowledge-capital combination. <B>Originality/value</B> – This study is helpful to policymaking: to promote the combination of knowledge and capital in less developed countries or regions, achieving knowledge-capital interaction in innovation system. However, a negative correlation on management is also confirmed. <B>Originality/value</B> – After an analysis on the incentive distortion caused by the information asymmetry between the principal and agent in the traditional incentive mode, a residual claims sharing structure containing knowledge contract is put forward.
