Abstract
Addresses the issues of access and interconnection and establishes that their regulation is designed to ensure interoperability and effective competition, and therefore a new regulatory framework would contain common, but flexible, principles across all communications infrastructure. Uses a table to aid in giving added emphasis to the article.
