EU can cut CO2 by 40 per cent by 2020 according to report

Europe could cut its emissions by 40 per cent by 2020 compared to 1990 levels, according to a report published by Friends of the Earth and the Stockholm Environment Institute. Mitigations costs would be €1.94 trillion, or 2 per cent of cumulative GDP. The EU says it will commit to cut its emissions by 30 per cent provided other developed countries make “comparable” commitments. But much of these cuts would be delivered through carbon offsets. The report shows it could deliver 40 per cent without offsets. The report also shows the EU does not need to rely on nuclear power, carbon capture and storage and biofuels.

The reductions would be achieved mainly through lifestyle changes. For example, authors assume a big shift to electric cars.
