Norway faces a tough time meeting its 30 percent CO2 reduction target for 2020, according to a report published by the OECD. It could lead to a drop in production and employment in areas where few economic alternatives exist.
If deeper cuts are not made in industrial sectors covered by emissions trading legislation a very high carbon price would have to be applied in other sectors such as transport, which could lead to a doubling of fuel prices by 2020, says the OECD.
The report recommends buying and retiring CO2 allowances from the EU’s carbon trading scheme and adopting an energy efficiency strategy to avoid shifting emissions to other countries within the scheme. It also advises clarifying the domestic target. This is because it is based on 2020 projections rather than historic levels.
