The Department of Health and the Commission for Health Improvement (CHI) have announced performance indicators which will be used to assess NHS organisations as part of their 2002-2003 performance rating. In publishing the list of 2002-2003 indicators and key targets the Department and the CHI aim to give the NHS an early understanding of the indicators by which they will be assessed. The indicators have been finalised for acute, specialist and ambulance trusts, but the list for mental health trusts is provisional, pending resolution of some outstanding issues. Feedback is invited from trusts for the proposed primary care indicators.

This year's performance ratings will be the first to be compiled by the Commission for Health Improvement (CHI) the independent regulator for NHS performance. Health Ministers retain responsibility for setting the overall priorities for the NHS, which in turn determine the key targets and performance indicators included in the performance ratings.

The Department of Health undertook a comprehensive consultation exercise in 2000 that has helped inform the performance indicators for inclusion within the performance ratings for acute, specialist and ambulance trusts. Mental health trusts are being rated for the first time, and the service was consulted about the indicators during the summer of 2002.

The assessment next year will also be the first time primary care trusts (PCTs) will receive a performance rating. PCTs are relatively new organisations and still in the early stages of development. New indicators will be created as they develop.
