At a meeting with health service trade unions the HSE outlined its plans to roll out a series of new service developments and service improvements over the coming months. As part of this process 1,000 permanent posts will be created to ensure that the HSE can deliver priority services, which in many instances will be delivered in a community based setting.

In line with HSE transformation programme to provide services in the local community, some staff will be transferred from the hospital system to enhance primary, community and continuing care services.

Over 1,000 permanent posts will be created in the following areas:

  • Primary care teams – employing nurses, therapists, social workers, etc.

  • Services for older persons including community nursing units, home care packages.

  • Disability services including therapists.

  • Clinical and in patient services for child and adolescent psychiatry.

  • Renal services.

  • Maternity services.

  • Paediatrics.

  • Adult critical care services.

  • Haematology/haemophilia services.

  • Metabolic diseases.

  • Transplant services.

  • CF services.

  • Neurosciences.

Given the government embargo on recruitment and promotion and the requirement to comply with the employment ceiling allocated for health services, delivering on these priority service developments will require a restructuring of the workforce and significant redeployment. While current staffing levels will remain, it will be necessary to reduce the number of staff on short-time temporary contracts. However, in line with government policy to maximise sustainable employment permanent positions will be created as outlined above to allow the planned service improvements go ahead.

This recruitment policy will now be communicated to local HSE managers around the country who will implement the changes at a local level as temporary contracts come to a conclusion.

The government moratorium on recruitment and promotion does not apply to medical consultants, speech and language therapists, physiotherapists, occupational therapists, clinical psychologists, behavioural therapists, counsellors (mental health and disability services), social workers and emergency medical technicians.
