The Reading Promotion Division of the National Library of Malaysia (Perpustakaan Negara Malaysia) offers the bulk loan service where an institution can make a request for a loan of up to 200 books for a period of three months. The Reading Promotion Division provides the books for the scheme from its stock. The requesting institute is responsible for operating the service and is responsible for the stock and its return.

The National Reading Promotion committee, for whom the National Library is the secretariat, is a co-ordinating body to promote the reading habit in the Malaysian society. By using the bulk loan service institutions have been able to establish reading rooms when they do not have the financial resources to house a permanent reference collection. This allows more of the country's 475 libraries access to more of their national library's stock and so increases access to knowledge for more Malaysians.

The National Library of Malaysia was established in 1966 as a unit within the national archives. It was originally established to enforce The Preservation Book Act 1966, which required all publishers in Malaysia to submit two copies of books published to the National Library. Through several amendments and new acts the National Library of Malaysia's role has been altered and updated. In 1992 it moved in to new buildings at Jalan Tun Razak.
